  1. If you have residency status in progress. I say not travel until you get your green card. It just will delayed your green card so. But is yes is a permit that you can get.
  2. You brother has to visit - the Canadian Immigration Dept.- to get the proper Information and documentation he will need to have with him - when is ready to cross the border - leaving Canada - and then crossing the border going back- to Canada. Also he has to Go to the nearest USA Consulat or Embassy to get all the information and help he will need to get the proper Visa to enter and leave USA...also you will have to go to the USA immigration Dept. to see what you have to do to prepare his invitation for him to come as a tourist , or student - If you are not yourself a permenent resident at least or a naturalized USA citizen - you can't invide no body to visit you . And the best of my Knowledge now if you have the legal ability to invide any body to visit you from abroad - including Canada or Mexico you have to deposit 5,000-10,000 - dollars as a Secuirity , because in case your brother will overstay his wellcome- you will loose this amount of money...because the USA goverment will use this money - for the legal expenss of capture and legal preparation of his deportation...and they will not send him back to Canada...he will be send back to the country - of the Passport he used to obtain his Visa and Enter USA. My best advise is to be patient- tell him to stay put in Canada- until he become a Permenent resident and then if he uses a car he will not have any problem - to come and go as he pleases..travelling between USA & Canada.
