I have a residence permit for special reasons for an EU country. Can I travel to all EU countries ???

In my passport it says- residence permit for special reasons ( it does not say anything else, next line its written something in greek.( I was studing there for 4 years) I am interested if I can travel to other EU countries from my origin country (Serbia)with this permit I am holding??? Thanks everybody!!! Thanks everybody!!! P.S. My residence permit is until November. Serbia is a Non-EU country. I am interested in travelling to Germany and Austria.

1. well, it depends, some of the EU countries you can but some you can not, because if Serbian belong to EU you can travel as many as the 27 EU Community countries. Anyway you can still use it to make a visit to some countries, because i have resident permit and i also made some visit to other country like Italy and some of them.
